The Town of Boone is seeking qualified applicants for the position of Fire Division Chief: Emergency Management Coordinator.
General Definition and Conditions of Work:
Performs difficult protective service, administrative work, coordinating emergency management programs and assisting in directing department activities; does related work as required. Work may be performed under emergency conditions and may involve considerable personal hazard. Work is performed under general supervision. Supervision is exercised over career and volunteer personnel.
This is very heavy work requiring exertion in excess of 100 pounds of force occasionally, in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
Essential Functions/Typical Tasks:
Plans, organizes, directs and evaluates the Town's emergency management program. Works to ensure continuity of Town government during emergency and or disaster conditions by conducting community vulnerability and risk/hazard assessments; develops and maintains the Town emergency management plan and related plans and procedures. Creates, reviews, and edits plans and procedures, and evaluates existing programs as needed. Ensures plans conform with Federal and State requirements. Organizes and coordinates agency assistance; functions as a liaison with ASU and Watauga County; Assists Town departments with development and implementation of emergency, disaster and recovery plans and procedures specific to each department. Manages disaster response or crisis management activities in coordination with County, State and Federal emergency management officials, including ordering evacuations and implementing needs, plans and programs. Develops relationships with, and acts as a liaison with other local, regional, state and federal governmental agencies, non-governmental agencies, and businesses to ensure coordinated emergency/disaster response. Participates in shared work plan with Watauga County Emergency Management, ASU Emergency Management and other partner agencies. Consults with agencies and businesses to determine needs and capabilities in the event of a natural disaster or other emergency. Designs, plans, and organizes disaster drills and exercises; develops and delivers training on emergency management topics as needed for governmental/non-governmental facilities, essential service providers, and critical infrastructure facilities. Analyzes and evaluates drills, exercises, training performance and preparedness and makes adjustments as needed. Supervises support staff assigned to division. Performs related tasks as required.
Knowledge, Skills, and Abilities:
Thorough knowledge of fire department administration and policy development. Extensive knowledge of principles, practices, and techniques related to the provision of emergency management services. Extensive knowledge of the laws, regulations, and requirements governing emergency management practices; principles and practices of the National Incident Management System and the Incident Command System; principles and theories of municipal government; working knowledge of local government, city geography and community resources. Thorough knowledge of the geography of the town including the street system, utilities and the location of important buildings and critical infrastructure. Ability to exercise sound judgment in emergencies; ability to establish and maintain effective working relationships with associates and the general public and cooperating agencies; ability to effectively supervise emergency situations; ability to prepare and maintain detailed records and reports. Written and oral communication skills for corresponding with City employees and outside agencies; for making presentations and for providing training. Skills in planning, organizing, problem-solving, and time and task management.
Education and Experience:
Any combination of education and/or experience equivalent to graduation from an accredited college or university with a degree in emergency management or related field, extensive emergency response experience, and experience at an administrative level position. An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and abilities to successfully perform the essential functions of the job will be considered.
Special Requirements:
Possession of following certifications: Firefighter, Level II Fire Inspector, Level I Fire Service Instructor, Technical Rescuer, TR Water Rescue, TR Ropes, Driver Operator (Pumps), Fire Officer I, Haz-mat Technician, ICS 100,200,300,400,700, 800 and Basic EMT certificates are required. All certifications shall be recognized by the State of North Carolina. Possession of a Class B driver's license valid in the State of North Carolina is required. It is expected that within two years of employment, the candidate will become a North Carolina Emergency Management Agency certified emergency manager at the Associate level and is encouraged to seek advanced training and certification. Must meet and maintain all department and state training and certification requirements for position.
Salary:
$71,720 plus excellent benefits. Employee will serve a six-month probation.
